Police responded to the shooting shortly after 6 a.m. ET. Following the attack, the suspect fled the scene and carjacked a vehicle at gunpoint. A police chase ensued, culminating in officers opening fire and killing Elkins.
Authorities confirmed that the shooter acted alone during this horrific event.
