Minnesota Takes Legal Action to Prevent Trump from Cutting Medicaid Funds

Minnesota has initiated legal proceedings against the Trump administration, seeking to prevent the withholding of $243 million in Medicaid funding, a move that could jeopardize healthcare services for low-income families across the state.

The lawsuit, filed in a Minneapolis U.S. court on Monday, requests a temporary restraining order to halt the federal government's decision regarding Medicaid, which serves as a crucial health care safety net for many Americans living in poverty.

This action follows Vice President JD Vance's announcement last week that the administration would “temporarily halt” certain Medicaid funds to Minnesota due to alleged fraud concerns, part of a broader initiative aimed at addressing misuse of public resources.

Attorney General Keith Ellison emphasized his office's commitment to combating Medicaid fraud, citing over 300 convictions and $80 million in judgments and restitutions achieved during his tenure. “Trump’s attempts to look like he’s fighting fraud only punish the people and families who most need the high-quality, affordable healthcare that all Minnesotans deserve,” Ellison stated. “As long as I am attorney general, I will do everything in my power to defend our tax dollars, both from fraudsters and from the Trump administration’s cruelty.”

The lawsuit targets the Department of Health and Human Services, the Centers for Medicare and Medicaid Services, Dr. Mehmet Oz in his role as CMS administrator, and Robert F. Kennedy Jr. as HHS secretary.

As of late Monday, the Department of Health and Human Services had not responded to requests for comment regarding the lawsuit.

The potential cuts represent approximately 7% of Minnesota’s quarterly Medicaid funding, according to Ellison's office. If implemented, these reductions could force significant cuts to healthcare services for low-income families or other essential government programs.

Medicaid, referred to as Medical Assistance in Minnesota, provides health insurance coverage to 1.2 million residents who would otherwise lack access to necessary medical care. A family of four can qualify for Medical Assistance with an income at or below $42,759, as noted by the attorney general's office.

The lawsuit argues that the administration has violated due process by attempting to withhold hundreds of millions without substantiating Minnesota's noncompliance with Medicaid regulations through proper legal channels.

It further claims that the administration failed to furnish Minnesota with adequate details regarding its decision, contravening federal law. The complaint references legal precedents indicating that while Congress can impose conditions on states accepting federal funds, “the conditions must be set out unambiguously.”

Additionally, Minnesota's complaint asserts that the administration's actions violate constitutional principles by retroactively imposing conditions on Medicaid funding. It describes the withholding of funds as arbitrary and part of a broader pattern of political retribution against the state.

The administration has indicated it will withhold $259.5 million from Minnesota for Medicaid expenditures in the fourth quarter of 2025. Minnesota's lawsuit specifically contests the withholding of $243 million from this total.
