U.S. and Cuba Clash in Shocking UN Showdown: Accusations Fly Amid Embargo Debate

Oct 31 2026

A diplomatic disaster unfolded at the United Nations when U.S. Ambassador Mike Waltz and Cuban Foreign Affairs Minister Bruno Rodríguez Parrilla engaged in a fierce shouting match, shocking attendees and exposing the escalating tensions between Washington and Havana.

The chaos erupted after Waltz condemned Cuba's government during a debate on the annual resolution calling for an end to the U.S. economic embargo. He accused the ruling elite of hoarding wealth while ordinary Cubans suffer from poverty, food shortages, and power outages. Waltz invoked Fidel Castro's legacy, alleging that thousands of Cubans, including marginalized groups, faced persecution under the regime.

As Waltz detailed his claims of corruption, members of the Cuban delegation, including Rodríguez Parrilla, began banging their tables and demanding order under Rule 71 of General Assembly procedure. Assembly President Khalilur Rahman struggled to restore calm as tensions escalated.

Rodríguez Parrilla stormed down the aisle, shouting "You are a liar!" directly at Waltz. The U.S. ambassador refused to back down, commanding him to "Back up!" as UN security rushed to intervene. Waltz asserted that Rodríguez Parrilla would not intimidate him in America, emphasizing the power dynamics at play.

With decorum shattered, President Rahman had no choice but to suspend the session entirely, a rare move highlighting the breakdown of diplomatic norms. Once order was partially restored, Rodríguez Parrilla took to the floor to denounce Waltz's remarks as false and offensive to both Cuba and the General Assembly's dignity.

Rodríguez Parrilla also referenced a previous incident involving leaked communications that embarrassed the Trump administration, reminding Waltz that the General Assembly demands higher standards than private conversations. He labeled Waltz's conduct as "uncivilized, crude and gross."

The confrontation extended beyond words; a Cuban delegate was filmed attempting to knock a phone out of a U.S. spokesman's hand during the altercation, adding a physical element to an already volatile situation.

This clash is rooted in a geopolitical conflict that has persisted for over sixty years. The U.S. embargo against Cuba began in 1960 following Fidel Castro's revolution and the nationalization of American-owned properties. Since 1992, the General Assembly has voted annually on a non-binding resolution calling for an end to the embargo, consistently passing with overwhelming support. The most recent vote saw 165 in favor, seven against, and 12 abstentions.

The Trump administration has actively campaigned against this international consensus, attempting to sway votes ahead of the upcoming tally scheduled for October 28. This marks the second consecutive year of lobbying efforts aimed at undermining support for the resolution, part of a broader strategy to pressure Havana by cutting off economic resources that have exacerbated humanitarian crises.

Cuba claims the financial impact of the embargo reached $8.08 billion for the year ending February 2026, a seven percent increase from the previous period. Whether this explosive exchange will influence votes during the General Assembly's formal tally remains uncertain. What is clear is that the events of October 27 marked an unprecedented moment in recent UN history.
