NYPD Cop’s Gun Incident Exposed: Explicit Messages and Sexual Harassment Claims Unraveled

Jul 18 2026

An NYPD officer allegedly pulled a gun on a civilian employee, who had exchanged explicit messages with him prior to the incident, according to the officer's lawyer.

The civilian employee, Megan Kwan, 25, joked about creating an OnlyFans account featuring Officer Quilbvio Espinal, 35, as revealed in a motion filed in Manhattan Supreme Court seeking access to her phone.

Between 2025 and 2026, Kwan and Espinal used Facebook Messenger to send “many flirtatious and sexual messages,” referencing multiple sex acts and sharing graphic pictures and memes, as stated in the court documents.

Following the gun incident, Kwan filed a lawsuit against Espinal and his supervisor, Sgt. Jayson Valentin, alleging sexual and racial harassment.

Kwan accused both men of proposing threesomes, with Espinal allegedly suggesting one involving his wife.

In a court document, Kwan, who is deaf, sent Espinal a screenshot of a tweet that read: “U Haven't heard some weird s–t until u f–k a deaf girl. Sounded like I was beating a baby seal.”

The messages included references to oral sex and lewd comments about preparing for sexual encounters, prompting demands for Kwan to “produce her cell phone for a forensic extraction of all photos and videos of Officer Espinal.”

“Her own texts shed a spotlight on the truth about their relationship and that spotlight shows that officer Espinal never would have done anything to put this sexting partner in fear of physical harm,” claimed the cop's lawyer, Robert Gottlieb, asserting that over 200 pages of messages were turned over by prosecutors.

Espinal shared a meme of a suggestively shaped pastry with icing, to which Kwan allegedly responded vulgarly, “Can’t waste no drip drip,” according to the documents.

On February 19, Kwan reported having “enough photos of [Officer Espinal] to create an OF account,” referring to OnlyFans, a platform for user-generated pornography.

She also mentioned using Chinese artificial intelligence technology to analyze various digital depictions of him to create computer-generated pornographic representations for the site, as per the filing.

Espinal faces charges of menacing and official misconduct and has pleaded not guilty. He has been placed on modified duty, meaning he no longer has his gun or badge.

Kwan began her career at the department as a college intern in 2021 and transitioned to full-time in its IT department in 2025.

Kwan's lawyer, John Scola, stated that Espinal repeatedly expressed his desire for an “Asian wife,” referred to her as his “baby momma,” and flaunted his “Asian fetish,” sending her pornographic and racist videos.

“A sworn police officer pointed a loaded, department-issued firearm at my client – a deaf civilian he outranked – inside their workplace, and he was indicted for it,” Scola asserted.

He condemned the motion as “an effort to intimidate a woman who reported an armed officer and to put her private life on trial instead of his conduct.”
